ZIP - integration program for migrants


A free Slovene language learning program, which also includes knowledge of Slovene society, is available for third-country nationals. It is co-financed by the EU AMIF Fund and the Office of the Government of the Republic of Slovenia for the Support and Integration of Migrants.

Free program ZIP - Integration of Migrants

The program is divided into 180, 120 and 60-hour courses. The number of hours third-country nationals are eligible for depends on how long they have been residing in the Republic of Slovenia and what types of residence permits they have been issued. If third-country nationals wish to participate in the free ZIP program, they must apply to the administrative unit where they have registered permanent or temporary residence for a certificate of eligibility for participation in this program. If they meet the conditions, the administrative unit will issue them a certificate of eligibility for participation, with which they report to the selected program provider.

For the 2021 to 2023 period, Veris is the exclusive provider of the ZIP program at the following locations:


Koper, Izola, Piran,

Ilirska Bistrica, Sezana


Nova Gorica, Ajdovščina,

Postojna, Idrija, Tolmin

Who is eligible to enroll in the free program?

Third-country nationals who:



• reside in the Republic of Slovenia on the basis of a permanent residence permit, and their family members, if they have a residence permit issued in the Republic of Slovenia for the reason of family reunification,



• have a temporary residence permit issued in the Republic of Slovenia, with the validity of this permit and the validity of previous temporary residence permits being continuous for at least 24 months, and their family members if they have a residence permit issued in the Republic of Slovenia for family reunification. The 24-month validity of the permit shall also include the period of residence on the basis of a certificate of application for renewal or issuance of a further temporary residence permit,



• are family members of a Slovenian citizen or a citizen of the European Economic Area and reside in the Republic of Slovenia on the basis of a residence permit of a family member,



• reside in the Republic of Slovenia on the basis of a temporary residence permit issued with a validity of at least one year, including the time from the submission of the application for the issuance of this permit.

Free first test of knowledge of the Slovenian language

Third-country nationals may apply to the administrative unit where they have registered permanent or temporary residence for the issuance of a certificate of compliance with the conditions for a free first test of knowledge of the Slovene language at the basic level. If they meet the conditions, the administrative unit will issue them a certificate of fulfillment of the conditions for a free first test of knowledge of the Slovene language at the basic level, with which they must report to one of the authorized institutions. The list of authorized institutions is available on the website of the Center for Slovene as second or foreign language.


Third-country nationals who have attended a Slovene language course of 180 hours or 120 hours, have attended at least 80% of the course and meet the above conditions of residence in the Republic of Slovenia are entitled to a free first test of knowledge of the Slovene language at the basic level.
